right you can't use a drug before using it the first time. The first time is usually called "testing".

right without a controlled clinical trial, we would never know the effectiveness or the harm of any particular drug. The good of the many outweighs the good of the WILLING few (clinical trials are done only on volunteers, as far as I know).
