It really depends, but in most scenarios it only engenders bad will and destabilizes a country.

don't hate IRS for robbing you off
They're the arm of the government that keeps the country funded. If you hate paying it, do you also hate social security, government funded programs, a strong national and international security, and all the other things that government brings?

don't spread democracy through the use of military force
You can't spread political structure with the sword

kill a dangerous dictator
In certain situations, it may prevent much, much more death than it causes.

don't keep a lost child to yourself

make money off ads
advertisement is an established business. Why not work it?

don't knowingly spread an HIV infection
spreading a deadly disease is effectively commiting murder. Just slower, and potentially more painful.
